UNIVERSITY OF EAST AFRICA (Nairobi), Department of Geography Teaching and Research Assistant - 1968-1969. Taught cartography to first year students under the supervision of Prof. R. Odingo. Researched and prepared the census map of Kenya for the 1969 population census under the supervision of the late Prof. S. Ominde.

UNIVERSITY OF NAIROBI, Kenya, Department of Economics Lecturer/Assistant Professor - 1972-1973 Taught Macro and micro economics under the supervision of Prof. Bell. Prepared a discussion paper on Third World development prospects and challenges.

EAST AFRICAN COMMUNITY: Arusha, Tanzania.
Senior Economist (Trade) - March, 1973 - August 1973 Prepared statistical data on trade among the East African states of Kenya, Tanzania and Uganda. Prepared a report for the Ministers’consideration regarding razor blade production and distribution in the East African community. Prepared two papers on European Economic Community (EEC) and Uganda’s Export Economy.

Assisted in Lome I Convention negotiations with the European Economic Community. Coordinated under the supervision of the Executive Secretary of the ACP Secretariat the preparation of negotiation papers on the Common Agricultural policy (CAP), industrial policy, aid, investment and regional cooperation and integration. Prepared documents and briefs mostly on South Africa following the release of Nelson Mandela and lifting of sanctions. Monitored, for the other three countries, the design of programs and projects presented them for approval and monitored their implementation. Senior Policy and later Principal Advisor: April 2004 – present 2011 Responsible for: Intergovernmental Affairs including liaison with capitals of African countries, African Permanent Representatives to the United Nations; African Union Commission and New York Liaison Office, African Development Bank, Economic Commission for Africa and New Partnership for Africa's Development (NEPAD) Secretariat. General Assembly Affairs including the Second and Third committees. ECOSOC, non-governmental organizations, Civil Societies and Indigenous Peoples.

Contributed substantively to the preparation of the report on the MDGs ‘Investing in Development’ under the leadership of Prof. Sachs. Facilitated discussion of the report by member states handling diplomatic and political issues as they arose with special interest groups like LDCs (Least Developed countries), LLDCs (Land Locked Developing Countries), SIDs (Small Island Developing states). Facilitated negotiations to ensure General Assembly resolutions cover MDGs including quick impact initiatives and Millennium Villages.

OTHER EXPERIENCE WITHIN UNDP
Team Leader: International and Regional Experts and ECA to draw up multi-sector programs for the Economic Community of West African States (ECOWAS), Economic Community of Central African States (ECCAS) and Economic Community of Southern African States (SADC). When UNDP decided to have multi-sector programs and to clearly establish links among them, the training I have in Geography, Economics and Demography paved the way for me, when requested by UNDP, to lead the preparation of multi-sector programs. After preparing the programs, I presented, defended them and had them approved for a total of $12 million. This was an innovative approach which required patience and hard work to convince others of the relevance of multi-sector programs.

Chairperson: Technical Interagency Meetings on Transport and Communications Decade for Africa (membership: ECA, OAU, UNCTAD, ITU, IMO, World Bank, ILO, ICAO, UNDP and Regional Organizations). Managed Africa’s Transport and Communications decade programs. The decade’s programs involved many UN agencies and intergovernmental organization. Monitored activities related thereto and chaired all the interagency meetings of senior representatives.

Chairperson: Technical Interagency meetings on Transit Transport for Southern Africa (membership: UNCTAD, USAID, SADC Transport Secretariat and UNDP). This program was the sub-regional component of the transport and communications decade for Africa. Managed it and chaired all the meetings related thereto.

This program was the sub-regional component of the transport and communications decade for Africa. Managed it and chaired all the meetings related thereto.

Team Leader: International and National Experts to draw up the Country Cooperation Framework for Uganda. Led the team which drew up an innovative two-sector program: decentralization and private sectors.
Team leader: JCGP Group (membership: UNDP, UNICEF, UNFPA and IFAD). Led, in 1994, the first ever UN Joint Programming Mission to South Africa. Supervised the preparation of the report on joint activities in South Africa, by the four UN bodies. The Mission required in depth knowledge of South Africa as well as diplomatic skills to keep the team together. The mission was very successful.

Member of African Union assessment multidisciplinary team to post-conflict DRC and Burundi (Jan 16 – Mar 3, 2010). Participated as a Development economist with a focus on the impact of political economy on human condition in post-conflict DRC and Burundi. Prepared two basic reports with findings and action oriented including findings and recommendations for incorporation into the main report. Was a member of the drafting committee of the final mission report.
Facilitator: Facilitated discussions of the United Nations Millennium Project report on Investing in Development and drafting of United Nations General Assembly Resolutions on work of the Millennium Project including Quick-Impact Initiatives and Millennium Villages.

Marketing: Marketed the work of the Millennium Project and the now MDGs Support Team in UNDP. Managed to get the UN Millennium Project elements on quick impact initiatives and Millennium Villages into the annual resolutions of the General Assembly.


RESEARCH AND PUBLICATIONS: - Under the supervision of the late Professor Ominde, drafted the Kenya population census map. 1968.
Wrote a paper on Poverty in
Zambia (Published in Africa Recovery, June 1995).
Wrote a paper on Poverty and Food Security in Africa for the
1996 World Food Summit in 1996 (Published by FAO).
Wrote (unpublished papers) on Africa's deteriorating environment in rural and urban areas. The papers were written in connection with the Environment (Rio) and HABITAT (Istanbul) conferences.
Authored ten books on African and Uganda Development: (1) Critical Issues in African Development (1997); (2) The Paradox of Hunger and Abundance (1999); (3) Africa's Lost Century (2001) and (4) The Failure of Governance in
Africa (2003).
